I was wondering if it would be possible for you to create a cash basis income statement report (in list format) 

You can do cash basis reporting for the financial summary if you setup the reporting preference inside the QB file. We pull in summary financials (bal sheet, pandl, trial balance) based upon how QB is set.

As for the detail subjects that is not available. We don't have that ability - custom or otherwise - because the algorithm to produce the application of "extra pennies" is a closed patent available only to Intuit. (Extra pennies means, that in the example for 1.00 divided by three, the result is .33, .33, and .34 - with one of the items getting extra penny.)
