If you area installing version 7.x over version 6.x then read no further, as the upgrade process requires no consideration, and should be seamless.

If the service is already stopped go the task manager and make sure that the QQube Network Service is NOT running e.g. end the Task if you have to. This generally occurs on a single-user installation, and the database service was not started/used for some reason.
